The Standing Rules of the Senate outline policies and procedures for all Senate appointments. For situations when an appointment is made, Rule II states that the governor of a state follows the “Certificate of Appointment” form and submits it to the President of the Senate.  Accordingly, Senator (Vice President-elect) Biden submitted his letter of resignation to Governor Ruth Ann Minner and to the President of the Senate, Vice President Dick Cheney.
