In April 2009, Senator Kaufman made his first trip to Afghanistan, Iraq, and Pakistan. At the time, the United States was preparing to implement President Barack Obama’s plan for troop withdrawals from major Iraqi cities by June 30, 2009, a further drawdown of troops by August 2010, and the departure of all combat troops by December 31, 2011.
