For the first time in his Senate career, Senator Tom Carper was classified as Delaware’s senior senator. Having spent the previous three decades in the United States House of Representatives and as governor of Delaware, Tom Carper had many years working with Ted Kaufman. Together, Senators Carper and Kaufman worked to secure funding from the American Recovery and Reinvestment Act (ARRA) for several sectors across Delaware, including education, environment, and healthcare.
