The trip also closely followed the August 19 Baghdad bombings, an attack at and near the Foreign and Finance Ministries that killed at least 95 people and wounded about 600. In a report about the trip, Kaufman wrote that the June 30 withdrawal of U.S. troops from Iraqi cities had been relatively quiet and smooth, yet the bombings demonstrated that “security is still tenuous.”
