Kaufman made his final floor speech about Afghanistan in late September 2010, not long after Afghans held parliamentary elections on September 18. The elections were more violent than the previous year’s presidential election with widespread reports of kidnappings and fraud. Kaufman stated that the counterinsurgency strategy required the military, a strong civilian capacity, indigenous security forces, and most importantly, good governance. On this last point, he emphasized the debilitating effects of corruption within the Afghan government, stating that “the root of the problem stems from Kabul.”
