In late August 2009, Kaufman returned to Afghanistan, Iraq, and Pakistan with Senators Carl Levin (D-MI) and Jack Reed (D-RI). On August 20, just 10 days before the delegation’s arrival in the country, Afghanistan held its second presidential election. Charges of fraud eventually led Afghanistan’s election commission to investigate and then invalidate almost a million votes for President Hamid Karzai. A runoff election was held in November of that year.
